Staff Selection Commission (SSC)

The Government of India, in the Department of Personnel and Administrative Reforms vide its Resolution No. 46/1(S)/74-Estt.(B) dated the 4th November, 1975 constituted a Commission called the Subordinate Services Commission which has subsequently been re-designated as Staff Selection Commission (SSC). The Staff Selection Commission is an attached office of the Department of Personnel and Training and comprises of Chairman, two Members and a Secretary-cum-Controller of Examinations who are appointed on such terms and conditions as may be prescribed by the Central Government from time to time. The Commission is provided such supporting staff as considered necessary by the Central Government.

The functions of the Staff Selection Commission have been enlarged from time to time and now its function broadly includes recruitment to (i) all Group “B” and all non-technical Group “C” posts in the various Ministries/Departments of the Govt. of India and their Attached and Subordinate Offices, except those posts which are specifically exempt from the purview of the Staff Selection Commission; conduct examinations and/or interviews, whenever required for recruitment to the posts within its purview; hold Open Competitive Examinations for recruitment to various posts of ranging from Lower Division Clerks, Inspectors of Central Excise, Sub-Inspectors in Central Bureau of Investigation and Central Police Organisations, Divisional Accountants Junior Engineer (Civil & Electrical) in CPWD, a Group ‘C’ Non-Gazetted, Non-Ministerial, General Central Services (Technical) post, Tax Assistant, Section Officer, Group C non – Gazetted Ministerial post in various Commissionerates of Central Board of Direct Taxes (CBDT) and Central Board of Excise and Customs, etc.; prepare schemes for recruitment to all Group “B” posts and Group “C” non-technical posts in the Ministries/Departmental of the Govt. of India including its Attached and Subordinate Offices in consultation with the Departments concerned; hold Departmental Examination for promotion among Group “D”.

Staff Selection Commission – Junior Engineer Examination Scheme/ Pattern

Staff Selection Commission examination has been conducted in two stages: Stage A (Written Test – Paper I & Paper II) of 500 marks and Stage B (Interview) of 100 marks.

SSC –JE written examination 2017 (civil/ Electrical/ Mechanical) comprises of two papers – Paper I & Paper II. Paper I contains objective type questions whereas Paper II contains subjective/ descriptive type questions.

Paper I contains 200 objective type questions (each carrying one mark) which need to be answered in 2 hours (120 minutes). Negative marking of 0.25 marks is applicable for each incorrect answer. OMR answer sheet is provided for this paper.

Paper II is conventional descriptive type for 300 marks having duration of 2 hours.

Minimum Essential Educational Qualifications and Age Limit

Minimum Essential Educational Qualifications generally required by applicants of SSC – JE Exam for the post of Junior Engineer (in various departments such as CPWD, BRO, CWC, etc.) is three years Diploma in relevant Engineering stream or equivalent from a recognized University or institute. Working experience of two/ three years is desirable. In some specific post/ departments such as MES, the minimum educational requirement is Degree in Engineering from a recognized university.

As per the information, age limit for SSC – JE (Civil & Electrical) in CPWD and Junior Engineer (Quantity surveying & Contract) in MES is 18 – 27 years. Age limit for Junior Engineer (Civil & Mechanical) in CWC and Farakka Barrage is upto 32 years and not exceeding 30 years in Border Roads Organisation (BRO) of Ministry of Defense. Syllabus for SSC-JE exam          

Syllabus for SSC – JE (civil/ Electrical/ Mechanical) test, broadly consist of:

  • General Intelligence & Reasoning
  • General Awareness
  • Technical subject knowledge

The standard of the questions in Engineering subjects is approximately of the level of Diploma in Engineering (Civil/Electrical/Mechanical) from a recognized Institute, Board or University recognized by All India Board of Technical Education. Indicative Syllabus is as follows:

General Intelligence & Reasoning:

The Syllabus for General Intelligence would include questions of both verbal and non-verbal type. The test may include questions on analogies, similarities, differences, space visualization, problem solving, analysis, judgement, decision making, visual memory, discrimination, observation, relationship concepts, arithmetical reasoning, verbal and figure classification, arithmetical number series etc. The test will also include questions designed to test the candidate’s abilities to deal with abstract ideas and symbols and their relationships, arithmetical computations and other analytical functions.

General Awareness:

Questions will be aimed at testing the candidate’s general awareness of the environment around him/her and its application to society. Questions will also be designed to test knowledge of current events and of such matters of everyday observations and experience in their scientific aspect as may be expected of any educated person. The test will also include questions relating to India and its neighbouring countries especially pertaining to History, Culture, Geography, Economic Scene, General Polity and Scientific Research, etc. These questions will be such that they do not require a special study of any discipline.

General Engineering – Civil Engineering (Civil and Structural):

Building Materials, Estimating, Costing and Valuation, Surveying, Soil Mechanics, Hydraulics, Irrigation Engineering, Transportation Engineering, Environmental Engineering. Structural Engineering: Theory of Structures, Concrete Technology, RCC Design, Steel Design.

General Engineering – Electrical Engineering:

Basic concepts, Circuit law, Magnetic Circuit, AC Fundamentals, Measurement and Measuring instruments, Electrical Machines, Fractional Kilowatt Motors and single phase induction Motors, Synchronous Machines, Generation, Transmission and Distribution, Estimation and Costing, Utilization and Electrical Energy, Basic Electronics.

General Engineering – Mechanical Engineering:

Theory of Machines and Machine Design, Engineering Mechanics and Strength of Materials, Properties of Pure Substances, 1st Law of Thermodynamics, 2nd Law of Thermodynamics, Air standard Cycles for IC Engines, IC Engine Performance, IC Engines Combustion, IC Engine Cooling & Lubrication, Rankine cycle of System, Boilers, Classification, Specification, Fitting & Accessories, Air Compressors & their cycles, Refrigeration cycles, Principle of Refrigeration Plant, Nozzles & Steam Turbines.
